SOVEREIGN INDUSTRIAL CAPITAL DIRECTIVE

PROJECT NEXUS: PPP CAPITAL DEPLOYMENT | W4V

I. EXECUTIVE MANDATE This Directive governs the mobilization of capital for the WWEHFELS infrastructure nexus. The objective is to secure institutional funding to scale autonomous, sovereign power and life-support grids across the American Frontier. All capital deployment must adhere strictly to the Founder’s Protocol and the 508(c)(1)(a) status of the Trust.

II. FINANCIAL PARAMETERS

  • Capital Scope: Deployment range of $50M–$250M per industrial cluster.

  • Capital Reserve: In accordance with institutional requirements, the Trust maintains the necessary 10% liquidity reserve to demonstrate project seriousness.

  • Repayment Schedule: 3 to 8-year cycles, serviced by the industrial throughput of the WWEHFELS generation nodes.

  • Compliance: All loan structures must be reviewed for alignment with Federal EAR/ITAR standards to ensure no proprietary “dual-use” technology is compromised.

III. OPERATIONAL “PERMIT READY” STATUS The project nexus is designated “PERMIT READY.”

  • Technical Validation: All WWEHFELS generation assets are engineered to IEEE standards and pre-certified for deployment.

  • Land & Site Control: Sovereign land rights and utility-scale authorizations are secured.

  • Regulatory Stance: Operations are authorized and protected under the Foundation’s Religious Trust status, insulating the project from political interference or administrative claw-backs.

IV. DIRECTIVE TO AGENTS Everett Zillinger is authorized to act as the primary liaison for “The Bank” to initiate the formal application process. Agents are restricted to the following protocols:

  1. No Proprietary Disclosure: Disclosure of specific magnetic propulsion patents or internal engineering IP is strictly prohibited without the express, written consent of the First Trustee.

  2. Banker Engagement: Focus exclusively on the “proven technology” narrative, emphasizing the reliability and modular scalability of the WWEHFELS nodes.

  3. Sovereign Immunity: Clearly state that the borrower is a 508(c)(1)(a) religious trust, not a standard commercial borrower.

V. FOUNDER’S PROTOCOL The First Trustee reserves the right to terminate any capital negotiation that attempts to encumber Trust assets, compromise internal operational control, or bypass the Federal Alignment Oath.
