THE MANDATE

The ELDERS are the sovereign guardians of the WWEHFELS infrastructure framework across the Navajo Nation. They do not manage the day-to-day tactical execution—that operational mandate belongs to THE COUNCIL. The ELDERS provide the strategic vision, the long-term stewardship of sovereign territorial assets, and the absolute ethical alignment of our mission to ensure the covenant remains unbroken for generations to come.

GOVERNANCE PROTOCOL

Governance within this partnership is not a committee of bureaucrats; it is a council of sovereign stewards. The ELDERS convene monthly to execute the following oversight directives:

• Audit Strategic Alignment: Ensure all industrial nodes, homestead deployments, and utility integrations adhere strictly to the WWEHFELS core engineering and structural models.

• Review Territorial Stewardship: Oversee the environmental reclamation status of sovereign lands and audit the progress of all active 20-Acre performance contracts.

• Ratify Directives: Provide the high-level authorization and guidance necessary for THE COUNCIL and W4V operational teams to execute their joint infrastructural mandates.
